Sgt Stoler of the Burnsville PD, used excessive force on Mr. Brinson, breaking 2 ribs. His fabricated police report states Mr. Brinson had a fraudulent license plate, hit his gun while waving his arms around and pushing his body against the officers. Mr. Brinson was then charged with assaulting the officer and having a fraudulent plate.
